论知识产权质押融资风险补偿机制的完善

On Improvement of Risk Compensation Mechanism of Financing by Pledge of Intellectual Property Rights

知识产权质押融资作为解决中小企业资金问题的重要途径,存在诸多风险。现有的风险补偿机制虽然在一定程度上解决了融资风险问题,但该机制处于初步探索时期,尚有诸多不足之处。推进知识产权质押融资活动的顺利开展,促进知识产权在经济领域的高效运用,有效破解科技型中小企业融资难题,迫切需要系统、科学、合理的知识产权质押融资风险补偿机制。针对知识产权质押融资风险补偿机制存在的问题,应完善知识产权质押融资风险补偿政策,改进知识产权质押融资风险补偿基金运作,健全知识产权质押融资中政府配套服务体系。

As an important way to solve the financing problem of small and medium-sized enterprises,there are many risks in intellectual property pledge financing.Although the existing risk compensation mechanism has to some extent solved the financing risk problem,it is still in the initial exploration period and has many shortcomings.To promote the smooth development of intellectual pledge financing activities,promote the efficient use of intellectual in the economic field,and effectively solve the financing problems of small and medium-sized technology-based enterprises,there is an urgent need for a systematic,scientific and reasonable risk compensation mechanism for intellectual pledge financing.In view of the problems in the risk compensation mechanism of intellectual property pledge financing,we should improve the risk compensation policy of intellectual property pledge financing,improve the risk compensation fund operation of intellectual property pledge financing,and improve the government supporting service system in intellectual property pledge financing.
