湘西传统村镇文化景观保护与生态补偿的协同途径及影响因素

Synergistic Approaches and Influencing Factors of Cultural Landscape Protection and Eco-compensation in Traditional Villages and Towns of Xiangxi

在生态文明建设、文化资源传承保护与文旅融合发展的大背景下,传统村镇地区的文化景观得到有效保护,同时也享受了生态补偿政策,文化景观保护与生态补偿实现了协同发展。对其进行研究,有利于分析现状及问题,找出影响因素及作用机理,为后续进一步优化文化景观保护与生态补偿协同发展提供参考。以湘西为例,运用综合分析、归纳总结等方法,对传统村镇文化景观保护与生态补偿的协同点、协同途径、影响因素及作用机理等进行了探讨。研究结果显示:1)传统村镇文化景观保护与生态补偿的协同点主要体现在地域空间协同、主体协同、客体协同、方式与途径协同等方面;2)湘西作为国家级文化生态保护实验区,其传统村镇文化景观保护与生态补偿协同发展的具体路径体现在基于政府主导的协同、基于资源使用(受益)者付费的协同、基于社会参与的协同、基于内生发展动能的协同等方面;3)湘西传统村镇文化景观保护与生态补偿的协同发展,受到资源环境禀赋、政府政策引导、外界认可程度等因素的综合影响。为进一步促进文化景观保护与生态补偿协同发展,应夯实民众基础、优化相关政策、完善监督管理等。

Under the background of ecological civilization construction,cultural resources inheritance and protection,culture and tourism integrated development;the cultural landscape of traditional villages and towns has been protected effectively.At the same time,traditional villages and towns have enjoyed eco-compensation policies.Eco-compensation and cultural landscape protection have synergies in regional space,subject,object,and methods.Doing researching on this topic is helpful to analyze the current situation and problems,find out the influencing factors and mechanism,and provide reference for further optimizing.Taking Xiangxi Tujia and Miao Autonomous Prefecture of Hunan province as an example,by means of comprehensive analysis,induction and summary,this paper discusses the synergistic points,approaches,influencing factors and mechanism of cultural landscape protection and eco-compensation in traditional villages and towns.1)The synergistic points of cultural landscape protection and eco-compensation of traditional villages and towns are mainly reflected in the synergies in regional space,subject,object,and methods.2)In Xiangxi of Hunan province,as a national experimental area of cultural and ecological protection,the traditional village and town have achieved synergy between cultural landscape protection and eco-compensation,which based on government-led,resource users(beneficiaries)paying,social participation and endogenous development momentum.3)This is closely related to many factors,such as cultural and ecological resources,environmental endowment,government policy guidance and external recognition.For further promoting the synergistic development of eco-compensation and cultural landscape protection,people’s foundation should be consolidated,relevant policies should be optimized,and supervision and management should be improved,etc.
