摘要
目的构建科学、合理的公立临床医生科研绩效评价指标体系,打破以数量增长为导向的模式,着重体现科研质量。方法以英国REF模型为指标基础和内涵,综合运用文献研究法、德尔菲专家咨询法构建评价指标体系,利用层次分析法对专家评价数据进行统计分析。结果构建基于以科研质量为导向、以科研未来发展为基础的绩效评价指标体系,并进行可行性的实证研究验证结果,重点突出不同类型临床医生的分类评价。结论构建的指标体系增加学科影响、科研环境和科研可持续性等指标,能有效评估同一学科人才和不同学科人才的科研绩效,有利于临床医生找到参照对标,形成良性竞争,也促进绩效评估的可操作性和可接受性。
Objective To build a scientific and reasonable evaluation index system for scientific research performance of public clinicians,break the model of quantity-oriented growth,and focus on the quality of scientific research.Methods Based on the British REF model,an evaluation index system was constructed by using literature research method and Delphi expert consultation method,and the expert evaluation data were statistically analyzed by analytic hierarchy process.Results A performance evaluation index system based on the quality of scientific research and the future development of scientific research was built,focusing on the classification evaluation of different types of clinicians.Conclusion The constructed index system adds indicators such as subject impact,research environment and research sustainability,which can effectively evaluate the research performance of talents in the same discipline and talents in different disciplines,help clinicians find reference benchmarks,form benign competition,and also promote the operability and acceptability of performance evaluation.
