企业技能人才自主评价体系的构建与开发实践:以国网江苏电力为例 被引量:11

The Construction and Development Practice of Enterprise Skilled Talents Autonomous Evaluation System : A Case of State Grid Jiangsu Electric Power

摘要 随着"放管服"改革不断推进,国家逐渐下放了职业资格评价权限,企业承担起技能人员能力评价的主体责任,但企业在构建全新的人才评价体系中面临着诸多难题。本研究基于企业对人才发展的实际需要,构建了融合常模参照式和标准参照式两种模式的岗位核心任务模型。以岗位核心任务模型为驱动,江苏电力构建企业技能人才自主评价体系,包括制定统一评价标准与机制,完善资源体系建设,打造多元数字信息平台,强化评价结果应用,实现了评价体系全流程高效智能化运转。实践结果将对企业在新技术环境下建设本土化技能评价体系带来一定的启示。 With the reform of "delegate powers, improve regulation, and provide better services" being carried forward continuously, the State has gradually decentralized the professional qualification evaluation authority, and enterprises have undertaken the main responsibility to evaluate skilled talents. However, these enterprises are faced with many difficulties in the construction of a new talent evaluation system. Based on the actual needs of enterprises for talent development, this study constructs the post-core-task-model, which combines two modes——Norm Referenced Measurement and Criterion Referenced Measurement. Driven by the post-core-task-model, State Grid Jiangsu Electric Power constructed autonomous evaluation system of enterprise skilled talents. They established unified evaluation criterion and mechanism, improved the construction of resource system, built multivariate digital information platform and strengthened the application of evaluation results, through which they have accomplished efficient and intelligent operation of the whole process of the evaluation system. The practical results will bring some inspirations in the construction of localized skilled talents evaluation system under new technical conditions.
