社会组织参与农村脱贫遇到的问题及对策研究

Study on the Problems and Countermeasures of Social Organizations Participating in Rural Poverty Alleviation

贫困治理是对资源的再分配,社会组织是资源再分配过程的重要参与者,是脱贫攻坚战略精准落地的重要支撑。社会组织在农村脱贫中遇到的问题主要有3个:宏观层面—政策设计缺陷、中观层面—制度执行力不足、微观层面—社会组织自身原因。针对社会组织参与农村脱贫中存在的问题,本研究分别从宏观层面、中观层面、微观层面提出更为精准、多方联动、可持续的社会组织参与农村脱贫的对策建议,以指导我国扶贫开发工作的有效开展。

Poverty control is the redistribution of resources.Social organization is an important participant in the process of resource redistribution,and an important support for the precise implementation of poverty alleviation strategy.There are three main problems of social organizations in rural poverty alleviation:macro level-policy design defects,meso level-insufficient system implementation,micro level-social organizations'own reasons.In view of the problems existing in the participation of social organizations in rural poverty alleviation,the research put forward more accurate,multi linkage and sustainable countermeasures and suggestions from the macro level,the meso level and the micro level to guide the effective development of poverty alleviation and development in China.
