国际视角下的中国信用修复机制建设

Research on China’s Credit Repair Mechanism Construction from anInternational Perspective

当前我国征信市场正在逐步培育和发展,但与国外成熟市场国家相比,信用修复机制尚显不足,存在不良征信记录的信用主体在开展金融活动时受到多重制约,难以有效发挥信用的奖惩作用。通过对我国信用修复发展现状进行全面梳理,认真查找了我国信用修复机制建设中存在的问题,总结提炼了信用体系发达国家建立信用修复机制的实践经验,结合我国实际并借鉴成熟国际经验,提出重点从明确信用修复机制的顶层设计、完善信用修复制度体系、探索建立市场化信用修复组织、搭建信用修复救助平台、加强信用修复宣传教育、推进征信科技发展、持续优化社会信用体系等方面,建立和完善适合我国国情的信用修复机制的政策建议。

Though China’s credit market is in constant nurturing and improvement, its credit repair mechanism is still underdeveloped compared with foreign countries with mature market economies. Credit subjects with negative credit histories are under multiple constraints when conducting financial activities, making it difficult for credit to play its role of reward and punishment. By comprehensively combing the status quo of China’s credit repair, carefully exploring the problems in the construction of China’s credit repair mechanism,summarizing the practical experience of countries with advanced credit system in establishing credit repair mechanism, and combining with China’s reality and learning from mature experience abroad, this article puts forward the policy suggestion of establishing and optimizing a kind of credit repair mechanism suitable for China’s reality in the following main aspects: clarifying the top-down design of credit repair mechanism, improving the credit repair mechanism system, exploring the establishment of market-oriented credit repair organizations,building an assistance platform for credit repair, strengthening the publicity and education on credit repair,promoting the development of credit reporting technologies, and constantly improving the social credit system, etc.
