Comprehensive Evaluation of Financing Risk of Utility Tunnel Based on Multi-level Extension PPP Model

城市地下综合管廊工程项目应用PPP模式在国内已经开始大力推广和普及,为保障综合管廊工程项目应用PPP模式顺利开展,其项目融资风险的影响不可忽视。依据工程项目全生命周期理论对管廊项目识别其融资风险,通过建立融资风险可拓物元模型,将PPP模式融资系统中的风险定性描述转换成定量计算,利用关联度函数,计算评价系统中各指标与等级之间的关联度,确定PPP模式融资风险等级。并通过对吉林省T市某地下综合管廊工程实例分析,确定其融资额度、融资利率、融资期限、项目折现率等高风险因素,进一步验证了该评价方法的可行性和科学性。

The application of PPP mode in urban underground utility tunnel project has been vigorously promoted and popularized in China.In order to ensure the smooth implementation of PPP mode in utility tunnel project,the impact of project financing risks can not be ignored.According to the life cycle theory of engineering project,the financing risk of utility tunnel project is identified.By establishing the extension matter-element model of financing risk,the qualitative description of risks in PPP financing system is transformed into quantitative calculation,and the correlation degree between each index and grade in the evaluation system is calculated by using the correlation function to determine the financing risk level of PPP mode.Through the analysis of an underground utility tunnel project in T city of Jilin Province,the high risk factors such as financing amount,financing interest rate,financing period and project discount rate are determined,which further verifies the feasibility and scientificity of the evaluation method.
