Economic Structural Transformation and Development of Higher Quality During the 14th Five-year Plan Period:Based on the Theory of New Structural Economics

“十四五”时期是我国全面建成小康社会、面向高质量发展、第二个百年目标分两步走的第一个五年规划期,也是我国积极引领新工业革命的重要时期。立足于新结构经济学理论,从四个方面分析经济结构转型与“十四五”期间高质量发展的关系:第一,阐述“十四五”期间高质量发展的三个鲜明特征;第二,提出推动“十四五”期间高质量发展的基本原则,即发挥“有效市场”和“有为政府”的作用,按照比较优势发展各地经济;第三,指出“因势利导”和“倒弹琵琶”是推动“十四五”期间高质量发展的重要方法;第四,探索如何在“十四五”期间贯彻落实新发展理念。新结构经济学研究本着“知成一体”,贡献于各地“十四五”规划的制定和执行,携手推动我国经济稳定和高质量的发展。

The 14th Five-year Plan Period is the first five-year plan for development of higher quality after building a moderately prosperous society in all respects,and it is also an important period for actively leading the New Industrial Revolution.Based on the theory of New Structural Economics,the article analyzes the relationship between economic structural transformation and development of higher quality during the 14th Five-year Plan Period from four aspects.First,it illustrates the three characteristics of development of higher quality during the 14th Five-year Plan Period.Second,it puts forward the basic principle of promoting development of higher quality during the 14th Five-year Plan Period,that is,to play the role of“efficient market”and“facilitating state”to develop local economies in accordance with comparative advantages.Third,it points out that“following the general trend”and“developing by learning from the strong points”are important methods for promoting development of higher quality during the 14th Five-year Plan Period.Fourth,it explores how to implement the three aspects of new development concept of the 14th Five-year.Based on the“Integration of theory and practice”,the research on New Structural Economics contributes to the formulation and implementation of the 14th Five-year Plan Period in various places,and promotes the stability and development of higher quality of local economies.
