摘要
文章以COVID-19事件为背景,依据问卷以及32所省级公共图书馆官方数据,通过危机管理4R模型,从缩减、准备、反应、恢复4个阶段对公共图书馆的危机管理进行调查。研究发现:公共图书馆在缩减阶段的危机意识不足,缺乏理论制度引导;准备阶段举措略显滞后;反应阶段服务多样,发挥信息中心和社会援助作用;各地公共图书馆进入恢复阶段时间不一,面临系列挑战。
Guided by the 4R Crisis management theory,both data collected by means of questionnaires and official data are used to analyze the crisis management of China’s 32 provincial public libraries in the outbreak of COVID-19.The whole process is divided into four periods,i.e.,reduction,preparation,reaction,and recovery.There was a lack of crisis consciousness and theoretical guidance in the reduction period,and there was a delay of the implementation of crisis management strategies in the preparation period.However,in the reaction period,the 32 provincial public libraries all provided a variety of services,serving as provincial information centers and play an active role in social assistance.By now,they have entered the recovery period at different time,though still facingdifferentchallenges.
