生态移民政策实施农户满意度及其影响因素分析——以赣南原中央苏区为例

Farmers’Satisfaction and Factors Influencing Implementation of Eco-migration Policy:A Study Based on Investigation of Former Central Soviet Areas in Gannan

基于赣南原中央苏区229户移民农户对生态移民政策满意度的入户调查数据,运用结构方程模型分析农户对生态移民政策满意度及其影响因素。结果表明:移民农户对生态移民政策满意度评价是通过政策的需求感知、过程感知、服务感知3个过程得以实现,3个过程对政策满意度均存在显著的正向影响;服务感知对政策满意度的影响效应最大,过程感知的影响效应次之,需求感知的影响效应最小;反映3个过程的8个外生可观测变量对政策满意度均产生间接的正向影响。基于此,提出要提升政府部门服务能力与服务水平、引导农户积极参与生态移民工程实施过程、制定和完善政策应切实结合移民农户的实际需求等有利于提高生态移民政策实施效果的对策建议。

Based on household survey data of 229 migrant farmers’satisfaction with the eco-migration policy in the former central Soviet Area of Southern Jiangxi,the paper used the structural equation model to analyze the migrant farmers’satisfaction and the factors influencing the eco-migration policy.The results showed that the satisfaction evaluation of migrant farmers on eco-migration policy was realized through three process of demand perception,process perception and service perception,which had significant positive effect on policy satisfaction.Service perception has the greatest impact on policy satisfaction,followed by process perception and demand perception.The eight exogenous observable variables reflecting the three process have an indirect positive effects on policy satisfaction.Based on the conclusion of the study,countermeasures and suggestions are proposed to improve the service capacity and service level of government departments,guide farmers to actively participate in implementing the eco-migration project,and formulate policies to effectively integrate the actual needs of migrant farmers,which are conducive to improving the implementation effect of eco-migration policy.
