摘要
施工企业HSE风险管理存在"知识"和"能力"偏离以及"临场不可控"等问题。这些问题的解决,需要通过HSE体系关键要素分析,确定潜在风险指标(一级指标:A、二级指标:B),选取HSE风险识别及评价指标。即从施工企业管理视角,构建HSE管理风险评价指标体系,构建HSE管理风险指标体系评估模型,并运用模糊矩阵乘法的运算法则,进行HSE管理风险指标体系评估。同时,针对作业执行中的重点人员、重点过程,强化专业安全作业培训,提高HSE体系运行水平。尤其是集"人—机—环境—班组文化"于一体,促使HSE体系运行成为一个临场创造的过程,切实筑牢现场安全生产防线。
There are some problems in HSE risk management of construction enterprises,such as"knowledge"and"ability"deviation,as well as"uncontrollable on the spot".It is necessary to determine potential risk indicators(level 1 indicator:A and level 2 indicators:B)through key element analysis of HSE system,and select HSE risk identification and evaluation indicators for solving these problems.That is,HSE management risk evaluation index system and HSE management risk index system evaluation model are constructed,and fuzzy matrix multiplication algorithm is used to carry out HSE management risk index system evaluation from the management vision of construction enterprises.At the same time,professional safety operation training shall be strengthened to improve the operation level of HSE system for key personnel and key processes in operation execution.In particular,it integrates"people-machine-environment-team culture"into one,for making HSE system operation a process of on-the-spot creation,and effectively building a line of defense for on-site safety production.
