基于公司战略的新时期基层单位精细管理探索与实践--以某边疆炼化企业为例

Exploration and Practice of Fine Management of Grassroots Units in the New Era Based on Company Strategy--Take a Refining and Chemical Company in the Borderland as an Example

“三基”工作是石油石化行业的优良传统,其中企业的实施责任和基层单位的执行责任对于“三基”工作落实落地发挥着重要作用。本文以某边疆炼化企业为例,从基层改革现状入手,分析当前基层管理存在的突出问题,提出基层单位必须引入精细管理思维方式和管理办法,抓班子建设,党政融合互促;抓观念转变,改革常抓不懈;抓基础工作,做实大抓基层;抓培训学习,压实岗位责任。

The“three bases”work is a fine tradition in the petroleum and petrochemical industry,and the enterprise's responsibilities of carrying out this event and the grassroots units'responsibilities of performing it play an important role in the implementation of the“three bases”work.Taking a refining and chemical enterprise in the borderland as an example,this article first analysed current situation of grassroots reforms and the prominent problems of current grassroots management,and suggested that grassroots units must introduce fine management thinking and management methods,focus on team building,and promote the integration of Party construction and political construction.It also put forward ideas on keeping reform by grasping ideology,doing solid work at the grassroots level by focusing on basic work,and compacting job responsibilities by focusing on training and learning.Based on the new requirements of the development of the times and the new situation of enterprise management,it made a systematical thinking on how to further practice fine management in grassroots units,explored and innovated new forms and methods of“three basics”work under the current conditions and requirements of the new era.
