信阳市国家储备林建设融资模式研究

Research on the Financing Model of National Reserve Forest Construction in Xinyang City

自十八大以来,我国对生态环境保护格外重视,严控天然林商业性采伐,但国民经济的发展和人民生活又离不开木材供应,木材生产能力的不足与人民日益增长的木材需求之间的矛盾日益突出。为解决木材供需矛盾,国家适时推出了国家储备林建设项目,但长久以来困扰林业发展的融资问题也成为了当前国家储备林建设需要解决的难题。本文结合信阳市国家储备林基地建设的实际,分析了国家储备林基地建设融资模式的现状及存在的问题,并提出了如何改进的建议。

Since the 18th National Congress,China has paid special attention to ecological environmental protection and strictly controlled commercial forest harvesting.However,the development of the national economy and people's lives are inseparable from the supply of timber,the backward production capacity of wood and the growing timber of the people.The contradiction between demand has become increasingly prominent.In order to solve the contradiction between supply and demand of timber,the state has timely introduced the national reserve forest construction project,but the financing problem that has long plagued forestry development is also an urgent problem that needs to be solved in the current national forest construction.This paper combines Xinyang National Reserve.The actual situation of forest base construction,analyzes the status quo and existing problems of the national reserve forest base construction financing model,and puts forward how to improve the countermeasures.
