摘要 2020年新冠病毒席卷全球,时疫的威胁、学校的关闭、生活的诸多不便,使未来的留学生活充满未知。与此同时,美国政府特别针对中国的逆全球化不断升级,给赴美留学设置了巨大障碍。严峻而充满未知的时疫与国际局势将留学置于随时可能中断的境地。在特殊时期,基于人道主义、国家人才战略以及高等教育本身的规律,如何突破转学的国界限制,依法为我国留学公民转学回国接受高等教育提供机会成为一个重要议题。自由转学是基于人的本质发展理论,通过课程的学分互认来实现的。由于目前国内外高校间课程的学分互认机制不健全,甚至没有建立,实现自由转学存在诸多障碍。我国高等教育应该从高校接收转学生的容纳能力、转学考试、转学的教育财政意义、积极拓展疫情期间的中外合作办学等方面突破国界限制,构建双向的自由转学机制。自由转学机制这一低投入高质量的方案有利于健全我国高等教育国际化机制,有利于推动我国一流本科的建设,从而为拔尖创新人才的培养与个人的发展提供更好的机会。 In 2020,COVID-19 has swept across the world.Studying abroad is full of uncertainty because of the pandemic threat,closure of schools,and the inconvenience of life.Meanwhile,the U.S.government has continuously escalated its anti-globalization against China,with unprecedented obstacles set for Chinese overseas students in the US.As a result,studying abroad may be interrupted at any time.Based on humanitarianism,the national talent strategy,and the laws of higher education itself,in a special period,it has become an important issue to break through the national boundaries for transfers and provide opportunities for Chinese overseas students to transfer back to China to receive higher education in accordance with the law.Free transfer is based on the theory about intrinsic quality and development of human beings and is achieved through mutual recognition of course credits.Since the current credit recognition mechanism between domestic and foreign universities is not fully developed or even established,there are many obstacles to realize free transfer.We should establish a two-way free transfer mechanism from the following aspects:the capacity of receiving transferring students in colleges and universities,the transfer examination,the educational financial significance of transfer,and actively expanding Sino-foreign cooperation in running schools during the epidemic.Free transfer mechanism,a low-cost and high-quality scheme,is conducive to improving the internationalization mechanism of higher education in China,promoting the construction of first-class undergraduate programs in China,and providing better opportunities for the cultivation of top-notch innovative talents and personal development.
