供电企业基于风险的安全生产责任制管理探讨

Discussion on Safety Production Responsibility System Management Based on Risk in Power Supply Enterprises

电力行业的迅速发展,不仅是受经济发展驱动,更是得益于大规模的电力建设,但严峻的电力安全生产形势,也对安全生产责任制的落实提出极为苛刻的要求。本文根据供电企业在安全生产责任制管理上存在的问题,在考虑风险因素的基础上提出了一种新的管理方法,能够有效保证安全生产责任制的落实,从各节点入手,明确各部门职责并制定相关标准,做好风险防范工作,在此过程中做好监督工作,大大提高了原有安全生产责任制的管理水平。

The rapid development of electric power industry is not only driven by economic development,but also benefited from large-scale electric power construction.However,the severe situation of electric power safety production also puts forward extremely strict requirements for the implementation of safety production responsibility system.According to the problems existing in the management of safety production responsibility system in power supply enterprises,this paper puts forward a new management method on the basis of considering risk factors,which can effectively ensure the implementation of safety production responsibility system.Starting from each node,it clarifies the responsibilities of various departments,formulates relevant standards,and does a good job in risk prevention and supervision,which greatly improves the management level of the original safety production responsibility system.
