矿产资源开发利用水平评价技术方法探讨

Technical Method for Evaluation of Mineral Resources Development and Utilization Level

根据自然资源部公告矿产资源合理开发利用“三率”指标要求,对矿山开发利用“三率”实际指标进行分析,构建了矿产资源合理开发利用矿山“三率”主要指标、一般指标和领跑者综合指标的评价指标体系,提出了矿产资源开发利用水平分类分级评估方法,对分类分级划分方法、评估标准和政策措施进行了探讨。以江西省铜矿资源为例,验证了矿产资源开发利用水平分类分级评估技术方法较合理可行,可避免采用单一“水平值”评估矿产资源开发利用水平未能直观反映矿山“三率”实际指标是否达标的情况,该评估方法具有可操作性,评估结果较客观,可应用于对各类矿山,进行合理评估其开发利用水平。

According to the requirements of"three rates"of rational exploitation and utilization of mineral resources announced by the Ministry of Natural Resources,this paper analyzes the actual indicators of"three rates"of rational exploitation and utilization of mineral resources,constructs the evaluation index system of main indicators,general indicators and comprehensive indicators of leaders,puts forward the classification and grading evaluation method of mineral resources development and utilization level,and discusses the classification and grading methods,evaluation standards and policy measures.Taking Jiangxi copper resources as an example,it is verified that the technical method of classification and grading evaluation of mineral resources development and utilization level is reasonable and feasible,which can avoid the situation that using a single"level value"to evaluate mineral resources development and utilization level can not directly reflect whether the actual indicators of mine's"three rates"are up to standard.The evaluation method is operable and the evaluation results are objective,which can be applied to reasonably evaluate the development and utilization level of various mines.
