社区在参与应对公共突发事件中的作用研究

社会风险不可避免,应对公共突发事件成为各国面临的重大课题。作为政府与社会的交汇点,社区在应对突发事件中的地位与作用十分重大。在公共突发事件中,社区可以弥补政府在应急工作中存在的不足;社区可发挥社会动员作用,争取最大限度的社会支持;社区可以配合政府做好风险信息搜集、社会矛盾化解、流动人口控制等工作,维护社会稳定;社区可以做好善后处置工作,帮助民众快速恢复生产生活。

With the progress of science and technology and the dispute of interests,the probability of hu⁃man society facing risks is increasing.Social risks have become inevitable and more frequent,and dealing with public emergencies will become a major issue facing all the countries.Community,as the intersection of government and society,plays an important role in dealing with emergencies.In the response to public emer⁃gencies,we should give full play to the important role of the community in order to make up for the shortcom⁃ings of the government in the emergency work;give full play to the social mobilization role of the community and strive for maximum social support;and cooperate with the government in collecting information about risks,resolving social contradictions and controlling the floating population To maintain social stability,to do a good job in dealing with the aftermath,and to help people quickly recover their production are all important guarantees for the community to help the government to successfully respond to public emergencies.
