社区治理“三治”耦合路径——以破解高层住宅电梯更换困境为背景

The"Three Governance"Coupling Path of Community Governance:Take the Dilemma of Residential Elevators Replacement as the Background

从传统的单位制社区转向现代型自治社区的过程中引发种种阵痛,以自治、法治、德治“三治”作为我国社区治理的顶层设计是实现国家治理能力现代化的重要组成部分。文章以老旧电梯更换为例,从这一现实社区问题出发探寻“三治”如何有机并行以解决现实社会问题,分析“三治”中不同社会主体的责任分担,同时厘清“三治”之间的协同合作与相互分工,回应社会诉求,促进社会秩序稳定。

The transition of the traditional unit system community to the modern autonomous community has caused a variety of pains.Taking autonomy,rule by law and rule by virtue as the top design of community governance is an important part to realize the modernization of national governance capacity in China.This paper takes the replacement of old elevators as an example to explore how autonomy,rule of law and rule of virtue solve the real community problems organically in our daily life and clarify the clear divisions and closed co-operations among the three social governance at the same time to respond to community demands simultaneously to promote social order stabilization.
