铁路新型冠状病毒肺炎疫情防控应急管理体系建设的探讨

Discussion on the Construction of Emergency Management System for Railway Prevention and Control of COVID-19 Epidemic

在阐述客运站车疫情防控、从业及重点岗位人员健康管理、联防联控及联劳协作、风险研判及专业人员包保等铁路疫情防控应急管理实践的基础上,从组织架构、工作职责、工作机制、实施步骤及流程等方面提出了铁路局集团公司疫情防控体系建设思路。根据疫情发展变化趋势,有针对性提出下一步工作建议,即完善相关法律法规及预案、强化专业队伍建设、提升协调共享能力建设、落实疫情常态化防控工作要求,为加快完善铁路突发公共卫生事件应急管理体系提供参考。

On the basis of expounding the emergency management practices of railway epidemic prevention and control,such as the prevention and control of passenger stations and cars,the health management of employees working in key positions,joint prevention and control,joint labor cooperation,risk judgment and professional insurance,etc.,this paper puts forward the construction ideas of the epidemic prevention and control system of railway administration group corporation from the aspects of organizational structure,job responsibilities,working mechanism,work implementation steps and processes.According to the development trend of epidemic situation,this paper puts forward some suggestions for the next step,namely,revising relevant laws,regulations and plans,strengthening the construction of professional teams,improving the construction of coordination and sharing capacity,and implementing the requirements of epidemic situation normalization prevention and control,so as to provide reference for speeding up the improvement of the emergency management system of railway public health emergencies.
