构建化工园区大气环境安全风险监控预警体系能力建设的研究和探索

Research and exploration on the capacity building of atmospheric environmental security risk monitoring and early warning system in chemical industry park

博兴县化工园区从2016年4月开始[1],依托京博集团,争取到了化工园区有毒有害气体环境风险预警体系试点建设项目,在缺少国家层面相关技术规范及导则的情况下进行了研究和探索。通过构建“四位一体”自动监测网络,建设“一张图”预警管理平台,建立全天候运行监控指挥中心,实现了“实时监控、预防预警、应急响应、辅助决策、指挥调度”等功能,从而达到环境安全“第一时间发现、第一时间预警、第一时间响应”的总体要求。

Since April 2016,Boxing County Chemical Industry Park,relying on Jingbo Group[1],has won the pilot construction project of the toxic and hazardous gas environmental risk early warning system in the chemical industry park,and has conducted research and exploration in the absence of relevant technical regulations and guidelines at the national level.By building a"four-in-one"automatic monitoring network,building a"one picture"early warning management platform,and establishing a 24/7 monitoring and command center,the functions of"real-time monitoring,prevention and early warning,emergency response,auxiliary decision-making,command and dispatch"were realized,thus it meets the overall requirements of environmental safety"first discovery,first warning,first response".
