论中国时间银行的特色及发展逻辑

The development logic of Time Bank with Chinese characteristics

认为西方的时间银行包括社区货币和志愿服务计划两个方面的内容,同时对应着以自下而上为主的草根性、志愿性的社会部门,其处于辅助地位,而中国特色的时间银行对应着党委领导、政府负责下的自上而下和自下而上相结合的互助性的社会部门,其处于基础地位。故中国特色的时间银行对应着互助话语而非仅是志愿话语,应当探索从志愿服务计划向社区货币拓展,连接微观互助行为、中观互助组织,由专业社会组织、企业进行运营,以推动构建具有中国特色的党委领导、政府负责下的互助社会——福利经济体和社会治理共同体。研究发现,我国时间银行的发展仍然处于起步阶段,面临着发展定位、资金来源、互助服务和时间货币兑换和供需对接四个方面的现实困境。

This essay points out that western time bank includes two directions:community currency and voluntary service plan,and also belongs to the grass-roots,voluntary social which is mainly bottom-up,while Chinese time bank belongs to the social department of mutual-aid under the leadership of the party committee and the government under the responsibility of the top-down and bottom-up.Therefore,Chinese time bank should explore the expansion from voluntary service plan to community currency,connect mutual-aid behavior,mutual-aid organization,and construct mutual-aid society-welfare economy and social governance community.At present,the development of time bank in China is still in its infancy,with unclear positioning,insufficient influence,more gimmicks than reality,and facing four key problems:development orientation,source of funds,mutual-aid service and time currency exchange and so on.
