摘要
文章介绍了含油固废来源、类型、产生量及面临的形势,分析了含油固废管治存在的适宜技术少、处理达标难,次生污染重、需系统治理,资源化途径少、难以推广利用和监管不到位、有效监管难等问题;提出了推进全生命周期防治、实现污染物近零排放,强化全生命周期监管、确保本质环保和零污染事故发生,加大研发与政策支持、促进高质量低碳发展等应对措施。
This paper introduces the source,type,amount and situation of oil-contain solid waste.The problems existing in the management and treatment of oil-contain solid waste are analyzed,such as less suitable technology,difficult to meet the treatment standards,heavy secondary pollution,need for systematic treatment,fewer resource-based approaches,difficult to promote utilization,inadequate supervision and difficulty in effective supervision.Suggestions are put forward to promote full life cycle prevention and control,achieve near zero pollutants emission,strengthen full life cycle supervision,ensure essential environmental protection and achieve zero pollution accidents,increase research&develop and policy support,and promote high-quality low-carbon development and other countermeasures.
