APEC and Inclusive Growth: Ideology, Evaluation and Actions

对APEC经济体包容性增长的绩效与政策评估表明,实现包容性依然是APEC值得关注且亟待解决的问题,尤其在减少不平等方面;尽管APEC各成员采取了诸多促进包容性增长的有益政策,但在教育与技能培训、就业和财政转移支付方面依然比较薄弱。为此,近年来APEC在教育与就业、基础设施、中小企业、财政与金融支持领域分别采取了诸多战略合作规划、项目与行动。未来,APEC应继续采取有效措施特别是通过拥抱数字化等方式,进一步促进发展的包容性、金融的包容性与社会的包容性。

Inclusive growth has become an emerging theme and essential target of APEC. Based on the evaluation of APEC’s inclusive growth performance and policies, it is found that achieving inclusiveness is still an urgent issue that worths special concern, especially in the area of reducing inequality. APEC members have conducted a number of useful policies to promote inclusive growth, however, serious weaknesses still exist in education and skills training,employment and fiscal transfers. Thus, APEC has pursued many strategic cooperation plans, projects and actions focusing on education and employment,infrastructure, small and medium enterprises, fiscal and financial support. In the future, APEC shall take further effective measures to achieve development, financial and social inclusiveness, especially by the approach of embracing digital economy.
