Research on Basic Issues of Safety&Security Intelligence Towards the Prevention and Control of Safety&Security Incidents

安全事件影响恶劣,安全情报是安全事件防控的基础和支撑,开展面向安全事件防控的安全情报基本研究具有重要的理论与现实意义。首先,分析安全事件防控中的安全情报流,明确不同安全情报管理状态下的安全情报输入与输出。其次,解析安全事件防控中的安全情报缺失问题。最后,构建和解析安全情报在安全事件防控中的效用评价模型。该研究明晰了面向安全事件防控的安全情报基本问题,可为安全事件防控的安全情报后续研究奠定基础。

The impact of safety&security incidents is severe,and safety&security intelligence is the basis and support for safety&security incident prevention and control.It has important theoretical and practical significance to carry out basic research on safety&security intelligence towards safety&security incident prevention and control.First,this paper analyzes the safety&security intelligence flow in safety&security incident prevention and control,and clarifies the safety&security intelligence input and output under different safety&security intelligence management states.Second,this article analyzes the lack of safety&security intelligence in the prevention and control of safety&security incidents.Finally,this paper constructs and analyzes the utility evaluation model of safety&security intelligence in the prevention and control of safety&security incidents.This research clarified the basic issues of safety&security intelligence towards the prevention and control of safety&security incidents,and can lay the foundation for the follow-up research of safety&security intelligence towards the prevention and control of safety&security incidents.
