基于SECI模型的公共危机应急协作系统研究

Research on Public Crisis Emergency Cooperation System Based on SECI Knowledge Transformation Model

知识管理是公共危机应对的重要内容,为有效应对新冠肺炎等公共危机事件中知识管理低效等问题,考虑知识的内部化、外部化转化活动,以SECI模型中的4种转化阶段为基础,拓展为5种转化阶段及对应的16种转化形式,构建公共危机应急协作系统知识转化模型;在此基础上,深入分析各主体在5个知识转化阶段中的知识内外部转移情况;最后,基于GSB方法提炼公共危机应急协作系统运行机制。研究发现:在公共危机应急协作系统中,政府作为系统中枢,引领了应急协作团队为主的核心组织及应急实践社区为主的下沉机构;通过各知识转化阶段,各主体间危急知识实现显隐性转化,并通过GSB系统推动危急知识的总结与管理,以达到危机长效预防、管控的目标。

Knowledge management is an important part of public crisis response,in order to effectively deal with the inefficiency of knowledge management in public crisis events such as the coronavirus pneumonia.This paper considers the internalization and externalization of knowledge transformation activities.Based on the four transformation stages of SECI model,it expands to five transformation stages and corresponding 16 transformation forms to build the knowledge transformation model of public crisis emergency cooperation system.On this basis,it analyzes the internal and external knowledge transfer of each subject in the five knowledge transformation stages.Finally,based on GSB method refine the operation mechanism of the public crisis emergency coordination system to achieve rapid response to the crisis.The study found that:in the public crisis emergency cooperation system,the government,as the center of the system,leads the core organization dominated by the emergency cooperation team and the sinking organization based on the emergency practice community;through the knowledge transformation stage,the critical knowledge between the main bodies realizes the explicit and implicit transformation,and promotes the summary and management of the critical knowledge through the GSB system,so as to achieve the goal of long-term prevention and control of crisis.
