摘要
为进一步加强海域使用管理,促进海域开发利用和资源环境的可持续发展,文章建立围填海用海承载指数评价指标体系和评价模型,分析江苏13个县级行政区的围填海用海承载指数及其监测预警情况,并提出建议。研究结果表明:江苏围填海用海承载指数评价指标体系包括资源禀赋、开发利用强度、发展潜力和区域约束4个一级指标以及10个二级指标;江苏13个县级行政区的围填海用海承载指数为-0.46~9.63,呈显著的空间差异,其中中部辐射沙洲区的大丰区、东台市和如东县围填海用海承载条件良好,北部连云港市辖区以及南部南通市的通州区和启东市围填海用海承载条件较差;未来应建立围填海用海承载能力监测预警长效机制、严格实行围填海管控制度、合理调整和优化产业布局以及加强政府和社会的协同监督。
A comprehensive and scientific assessment of the resource and environmental carrying capacity of sea areas is an important basis for further strengthening the use and management of sea areas,and is of great significance for promoting the sustainable development of coastal zones.The paper established the index system and evaluation model of the carrying capacity of reclamation.The coastal areas of Jiangsu Province was taken as an example,13 county-level administrative regions were evaluated as evaluation units,the index scores of sea carrying capacity for reclamation were calculated,the situation of monitoring and early warning were evaluated,and suggestions were put forward.The evaluation index system of Jiangsu reclamation carrying capacity index included 10 secondary indicators in 4 aspects:resource endowment,development and utilization intensity,development potential and regional constraints.The reclamation carrying capacity index scores of the 13 counties in the coastal area of Jiangsu were from-0.46 to 9.63,with significant spatial differences in index scores.The reclamation conditions in Dafeng District,Dongtai City and Rudong County in the center were good,while the reclamation conditions in Lianyungang City in the north,Tongzhou District and Qidong City of Nantong City in the south were poor.In the future,it was necessary to establish a long-term monitoring and early-warning mechanism for the carrying capacity of reclamation,strictly implement the reclamation control system,reasonably adjust and optimize the industrial layout,and strengthen the collaborative supervision of the government and society.
