散粮装卸各个作业工艺中的设备设施、作业活动存在众多安全风险点,全面开展危险因素辨识和风险点评估,通过采取一定的技术工程支撑、管理、教育培训等措施对安全风险实施分级管控,及时对事故隐患进行分级分类管理,形成安全风险管控到位、事故隐患治理彻底的散粮码头企业双重预防机制和安全运行模式,可有效避免风险转化为隐患进而演变成事故,最大限度发挥企业发展的经济效益及社会效益。本文以连云港散粮装卸码头为例,阐述散粮码头安全生产双重预防机制的建设与应用情况,为同类单位安全生产双重预防机制的构建提供一定的参考。

There are many safety risk points in the equipment,facilities and operation activities of bulk grain loading and unloading operation process.The risk factor identification and risk point assessment are carried out comprehensively.By taking certain technical engineering support,management,education and training and other measures,the safety risk is classified and controlled in time,so as to form the safety risk control in place and the accident hidden danger treatment The double prevention mechanism and safe operation mode of bulk grain terminal enterprises can effectively avoid the risk from turning into hidden dangers and then into accidents,and maximize the economic and social benefits of enterprise development.Taking Lianyungang bulk grain loading and unloading wharf as an example,this paper expounds the construction and application of double prevention mechanism for safety production of bulk grain wharf,and provides certain reference for the construction of double prevention mechanism for safety production of similar units.
