Effect of canceling consumable addition and adjusting the price of medical services on hospital operation

目的:了解取消耗材加成、价格调整对医院收入及其结构变化的影响,为加强医院财务管理、控制医疗费用和明确医院发展方向提供依据。方法:收集成都市某公立医院2018年1—11月门诊和住院医疗收入的历史数据,与2019年1—6月取消耗材加成、实行价格调整政策后的收入数据进行对比,分析新旧标准下医疗收入的差异、结构变化,测算对耗材占比的影响。结果:取消耗材加成、实行价格调整后,医疗收入结构得到优化,耗材收入占比明显下降。结论:取消耗材加成,实行价格调整,如体现医务人员劳务价值的医疗服务项目收入提高,可推动医院加强成本及耗材管控、合理使用医用耗材、提升医疗服务技术,符合公立医院新医改政策要求。

Objective:To understand the effect of canceling consumable addition and adjusting the price of medical services on the income and income structure of hospital in order to provide a reference for strengthening the hospital financial management,controlling medical expenses and determining the direction of hospital development.Methods:Historical data of outpatient and inpatient medical income in a hospital from January to November 2018 were collected and compared with the income data after cancelling consumable addition and implementing the price adjustment policy from January to June of 2019.The difference of medical income under the new and old standards was analyzed,and the impact on the proportion of consumables was calculated.Results:After canceling consumable addition and adjusting the price of medical services,the structure of medical income was optimized,and the proportion of consumable decreased significantly in a hospital.Conclusion:Canceling consumable addition and adjusting the price of medical services such as increasing the income of medical service items reflecting the labor value of medical staff can promote the hospital to strengthen cost and consumables control,use medical consumables reasonably,and improve medical service technology,which meets the requirements of the new medical reform policy of public hospitals.
