2013-2018年山东省基层卫生技术人员变化趋势分析——基于结构变动度的视角

Analysis on variation trend of grass-root health technicians in Shandong from 2013 to 2018——Based on the perspective of structure variation

[目的]提取2013-2019年山东省卫生健康统计年鉴中相关数据,分析基层卫生技术人员总量及结构变化,为卫生健康管理部门进一步优化卫生人力资源配置提供依据。[方法]运用描述性分析及结构变动度方法对山东省乡镇卫生院及社区卫生服务中心卫生技术人员总量、年龄、学历、专业技术资格等情况进行分析。[结果]2018年乡镇卫生院院均卫生技术人员数较2013年下降了11.32人左右,下降比例达16.38%。2013-2018年,乡镇卫生院卫生技术人员年龄结构变动度为13.10%,卫生技术人员学历结构变动度为24.02%,卫生技术人员专业技术资格结构变动度为6.11%。[结论]乡镇卫生院及社区卫生服务中心中卫生技术人员总量保持平稳,但城乡发展存在差异;卫生技术人员年龄段后移,应及时补充青年人才;卫生技术人员学历结构进一步优化,高学历人才仍然缺乏;卫生技术人员专业技术资格中高级职称人员比例偏低,结构亟待改善。

Objective It extracts relevant data from the 2014-2019 Shandong Health Statistical Yearbook,analyzes gross and structure change of grass-root health technicians so as to provide basis for health management department further optimizing health human resource allocation.Methods It analyzed gross,age,education background and professional technical qualification of health technicians in township health institutions and community health service centers of Shandong province by descriptive analysis and structure change methods.Results From 2013 to 2018,average number of health technicians in township health institutions decreased 11.32 in 2018,the proportion was 16.38%.The degree of structural variation for the age of health technicians in township health institutions was 13.10%,the degree of structural variation for education background was 24.02%,the degree of structural variation for professional technical qualification was 6.11%.Conclusions The gross of health technicians in township health institutions and community health service centers remains smooth and steady.But there are differences in urban and rural development.The age of health technicians move backwards,and young talents should be added in timely manner.Educational structure of health technicians needs to be further optimized,but high-education talents are still lacking.The proportion of health technicians with middle or high professional title in technical qualification is low,and needs to be improved urgently.
