摘要
依法分类处理信访诉求是信访法治化的内在要求。人社领域(人力资源和社会保障领域)通过法定途径解决信访事项对于落实依法治国、维护当事人合法权益、实现矛盾多元化解等具有多重意义。然而,从河北省当前实际情况来看,人社领域通过法定途径解决信访事项面临制度滞后、内容局限、衔接不畅、应用不够等问题。对此,应当从提升国家治理能力的视角,更新人社领域通过法定途径解决信访事项制度、实现事项清单的结构协调统一、建立不同法定途径之间的联调联动多元化解机制、深入推进信访事项处理的信息化应用机制。
It is an inherent requirement of the legalization of complaints and proposals for the complaints and proposals to be classified and resolved according to law.It is of multiple significance to implement the rule of law,protect the legitimate rights and interests of the parties concerned and multiply resolve conflicts through the legally resolution of complaints and proposals in the field of human resources and social security.However,under the current situation of Hebei province,it is confronted with the problems of system lag,content limitation,poor connection and insufficient application.In this regard,we should update the system of legally handling complaints and proposals matters in the field of human resources and social security,achieve the structure harmonization and unification of the list,establish the mechanism of joint adjustment and multiresolution among different legal channels,and further promote the informatization application mechanism of handling complaints and proposals,from the perspective of improving national governance capacity.
