新时期加强信访源头治理的反思与机制创新——以成都市为例

摘要 我国正处在全面深化改革的转型期,群体利益更加多元,社会矛盾更加多样,信访源头呈现出高度复杂性和高度不确定性的特征。本文从信访工作的本质特点入手,分析目前我国信访源头治理存在的困境,并以成都市的推行逐级负责链条式调处信访事项工作机制为例,分析了上访者、地方政府、上级政府三者的博弈关系,从而提出信访改革就是要创造一种良性的循环路径,进而达到构建有序信访局面的目的。最后,文章提出了创新信访源头治理的建议:构建法治框架下的信访治理格局、加强信访相关利益主体行为规制、进一步创新完善信访工作机制。 Since China is in the transition period of comprehensively deepening the reform,the group interests and the social contradictions are more diversified,and the source of complaints&proposals show the characteristics of high complexity and high uncertainty.Starting with the nature characteristics of the complaints&proposals work,this article analyzes the predicament existed in source management of complaints&proposals in China.By taking Chengdu city as an example-the working mechanism of mediating and resolving the complaints&proposals in chain type,it puts forward complaints and proposals reform is to create a virtuous cycle path,and then achieve the goal of building an orderly situation,by analyzing the game relations among the petitioners,local governments and the government at a higher level.Finally,some suggestions on the innovation of the source governance of complaints and proposals are made to construct the pattern of complaints&proposals governance under the legal framework,to strengthen the behavior regulation of the relevant stakeholders of complaints&proposals,and to further innovate and improve its working mechanism.
