青岛市推进海洋科技成果转化情况分析与对策研究

On the Analysis and Countermeasures of Promoting the Transformation of Marine Scientific and Technological Achievements in Qingdao

海洋经济已经成为世界经济新的增长点。提升海洋科技成果转化效率,是青岛市实现海洋经济高质量发展的必然要求。近年来,青岛市海洋科技成果转化服务体系建设取得显著成效,政策支撑作用进一步凸显,创新平台建设取得新进展,技术转移体系继续完善;但也存在创新资源亟待优化组合、科技成果转化率低、服务体系不够完善等问题。建议进一步完善转化创新体系,加快高端创新平台与共享平台建设,提升科技服务业发展水平,优化人才政策环境,推进青岛市海洋科技成果高效转化。

Marine Economy had become the new growth point of the world economy.Improving the efficiency of marine scientific and technological achievements transformation is an inevitable requirement for Qingdao to achieve high-quality development of marine economy.In recent years,remarkable achievements have been made in the construction of Qingdao marine scientific and technological achievements transformation service system.The role of policy support has been further highlighted,new progress has been made in the construction of innovation platform,and the technology transfer system has been further improved.However,there are still some problems,such as the optimization of innovation resources,the low conversion rate of marine scientific and technological achievements,and the imperfect service system of marine scientific and technological achievements transformation.It is suggested to further improve the innovation system of marine scientific and technological achievements transformation,accelerate the construction of high-end innovation platform and sharing platform,improve the development level of science and technology service industry and optimize the talent policy environment,so as to promote the efficient transformation of marine scientific and technological achievements in Qingdao.
