雄安新区义务教育均衡发展的问题、挑战与提升策略

摘要 基本公共教育服务的均衡、系统化配置对于雄安新区建设发挥着举足轻重的作用。以优质均衡发展作为价值基点,从政府资源保障的规模与结构、教育质量、治理水平三个维度构建研究框架,分析雄安新区三县教育数据和访谈调研资料发现,雄安新区义务教育的均衡发展主要存在教育资源配置的规模与结构不平衡、教育质量与治理水平内涵式发展不充分的原生问题。伴随着雄安新区基础教育与京、津等地的合作,也产生了援建校对接机制障碍、校际融合交流壁垒明显、优质教育供给压力增大、办学质量与学校样态“梯队分布”等继发风险,亟须健全规划政策,优化教育资源布局,完善区域协调和保障机制,从而激发基层学校办学活力,激活区域协同促进新区义务教育优质均衡的改革效能。 The balanced and systematic allocation of basic public education services plays an important role in the construction of Xiongan New District.Based on the value of high quality and balanced development,the research framework constructed from the scale and structure of resources guaranteed by government,education quality and governance level,analysis of the education data and interview survey data of three counties in Xiongan New District,this essay finds that the balanced development of compulsory education in Xiongan New District mainly has the original problems like the imbalance of scale and structure of education resources allocation,and insufficient connotative development of education quality and governance level.With the cooperation in basic education among Xiongan New District,Beijing,Tianjin and other places,there are also secondary risks like obstacles in the connections between aided schools,obvious barriers of inter-school integration and communication,increasing pressure of high-quality education supply,and“echelon distribution”of education quality and patterns.To stimulate primary schools vitality,activate regional coordination,and promote the reform efficiency of high quality and balanced compulsory education in the New District,it need to improve planning policies,regional coordination and guarantee mechanism,and optimize distribution of educational resources.
