世界级城市群框架下京津冀高等教育协同发展与天津路径选择

Coordinated Development of Higher Education in Beijing,Tianjin and Hebei under the Framework of World-Class City Groups and Tianjin’s Path Choice

在建设世界级城市群背景下,京津冀高等教育协同发展进入新阶段,与长三角、粤港澳两大最具竞争力的世界级城市群相比,京津冀在教育规划的发展基础、目标和发展重点方面呈现出不同特点。借鉴其他两大城市群吸纳优质资源、打造人才高地、错位发展和理顺机制等实践经验,分析了天津市在推进京津冀高等教育协同发展中面临的机制、资源、人才和服务定位等现实挑战,提出应推动成立监管评估机构、提升资源有效供给、创新人才引进渠道、建设特色学科专业等路径选择。

Under the background of building a world-class city groups,the coordinated development of higher education in Beijing,Tianjin and Hebei has entered a new stage.Compared with the Yangtze River Delta and Guangdong,Hong Kong and Macao,Beijing Tianjin Hebei has shown different characteristics in the development foundation,goal and development focus.Based on the practical experience of other two city groups in absorbing high-quality resources,creating talent highland,dislocation development and straightening out the mechanism,this paper analyzes the practical challenges of Tianjin and proposes that it should promote the establishment of supervision and evaluation institutions,enhance the effective supply of resources,innovate the channels of talent introduction,and construct characteristic discipline and major.
