治理转型何以可能:“过渡型社区”的“过渡”逻辑——对“村居并行”治理模式的案例研究

How Governance Transformation Is Possible:The“Transition”Logic of“Transitional Communities”——A Case Study of the“Village-Mixed Community”Governance Model

“过渡型社区”的“过渡”问题衍生于政府主导的城市化进程,是基层治理现代化中的重要研究议题。论文通过对一个完成了“农转非”却未完成“撤村并居”的村居并行社区Z的案例研究发现,村居的“过渡”,依赖党组织和政府的制度性整合。基层党政统筹公共资源拆解捆绑式集体依赖关系,激活旧秩序保障促进新机制生长,提供差异化社区参与结构引导治理型社会资本生产,从而推动了“过渡型社区”的顺利过渡。国家通过提供参与主体互动的制度场域,重视传统农村社区保留的治理主体和治理规则的作用,引导社会自治和共同体重建,成为对“过渡型社区”如何“过渡”的政策启示。

The“transition”problem of“transitional communities”which is derived from the government-led urbanization process is an important research topic in the modernization of grassroots governance.Existing studies and policy ideas do not fully explain the“transition”process mechanism in“Transitional Communities”.Through a case study of a village-mixed community Z that a non-agricultural transformation of the peasant status has been completed but the village committee has not yet been merged,it is found that the“transition”relies on the institutional integration of grassroots Party organizations and the government.The logic of the process include:coordinating public resources to dismantle bundled collective dependencies;of the grassroots party and government promoting the smooth transition of“transitional communities”is:overall planning of public resources,dismantling and bundling of collective dependencies,activating the old order to promote the growth of new mechanisms;providing differentiated community participation structure to guide governance-based social capital production.This indicates the possibility of a convergence of top-to-bottom and bottom-up governance transitions.The state provides the institutional field for participation in subject interactions,attaches importance to the role of governance subjects and governance rules retained by traditional villages.The allocation of public resources by government guides social autonomy and community reconstruction,and it has become a policy inspiration for how to“transition”the“transitional community.”
