新冠肺炎疫情对公立医院运营影响及对策:以温州市公立医院为例

Impacts of COVID-19 pandemic on public hospitals operation and the countermeasures:public hospitals in Wenzhou as an example

目的分析疫情对公立医院运营的影响,为现阶段公立医院运营管理提供对策建议。方法收集2019年1—3月及2020年1—3月温州市44家公立医院运营数据,利用描述分析法和财务分析法分析疫情对医院业务量及收支结构的影响。结果截至2020年4月,温州市公立医院门急诊人次和住院人次有较明显回升,但同期降幅仍为23.12%和17.37%;2020年4月,44家医院医疗业务收入总计为17.44亿元,较2019年4月下降了15.43%,较1—3月的降幅(32.54%)回升了17个百分点。疫情防控常态化后,医疗业务恢复缓慢,人力成本和防疫成本支出有增无减,资金压力将是多数医院运营面临的最大压力。结论医院需进一步加强运营精细化管理,做好成本管控,保障医院的可持续发展。建议政府部门继续增加对公共卫生的有效投入,阶段性减免医院社会保险费,进一步推动互联网医院等线上医疗服务价格政策落地,并放宽医院流动资金贷款准入,以保障流动资金周转。

Objective To provide countermeasures and suggestions for the current operation and management of public hospitals by analyzing the impacts of C0VID-19 on public hospitals'bperation.Methods Collection of operation data of 44 publie hospitals in W enzhou from January to March in both 2019 and 2020.By means of descriptive analysis and financial analysis,we analyzed the impacts of the pandemic on the hospitals'business,revenue and expenditure structure.Results As of April 2020,even the outpatients visits and inpatient at Wenzhou public hospitals had significantly rebounded,and the downrange for the same periods of 2019 was as high as 23.12%and 17.37%respectively.April witnessed the total medical service revenue of 44 hospitals business totaled 17.44 billion yuan,down 15.439%from the previous year and up 17 percentage points compared to the deeline in the first quarter(at 32.54%).As the pandemic moves into a normalized state for epidemic prevention and control,the recovery of medical business was slow,while expenditure of manpower costs and epidemie prevention costs had inereased instead.Capital pressure would be the biggest presure for most hospitals.Conclusions The hospitals need to further strengthen their operation of fine management and cost control,for sustainable development.It is suggested that govemment departments should continue to increase effective investment in public health,reduce hospitals'social insurance premiums in stages,further promote the implementation of online medical service pricing policies,especially Internet hospitals,and relax hospitals'working capital loan access to ensure liquidity turnover.
