党的十九届四中全会开启了“中国之治”的新境界,构建党的政治建设制度体系能为我国国家治理提供政治保证,成为我国国家治理的题中之义。结合国家治理的要求和党的政治建设的目标,构建党的政治建设制度体系应围绕政治信仰、政治领导、政治能力、政治生态等核心要素,以坚持和完善中国特色社会主义制度为根本指向,建立和完善一套有利于加强党的领导,关涉党的思想、组织、作风、纪律等各方面的制度。在此基础上,要处理好“关键少数”与“绝大多数”、重点与整体、监督与问责的关系,坚持“三结合”的原则,确保党的政治建设制度体系得到坚决有效执行,从而提高我国国家治理效能。
