新时代社会组织融入社区治理模式研究

Research of Social Organizations’Integration into Community Governance Models in New Era

治理能力现代化的要求促使我国社会治理转型,而作为社会基本单元的社区,其治理是我国社会治理创新的重要突破口。由于治理主体力量失衡、共同体意识淡薄以及公共服务能力弱小等原因,社区治理需要发挥社会组织的主体作用及其具有的独特优势。通过分析新时代社会组织融入社区治理四种典型模式的特点及优缺点,发现它们在运行机制、政社关系、社会组织参与社区治理、治理主体权力分配方面存在差异。要提升治理能力现代化,完善社会组织融入社区治理模式,就必须发挥政府主导作用,实现多元主体共治,建立协商合作机制,鼓励社会组织积极参与。

The requirement of the modernization of governance capability promotes the transformation of social governance in China,and the community,as the basic unit of society,is an important breakthrough in the innovation of social governance in China.Due to the imbalance of the main body of governance,the weak sense of community and the weak public service capacity,the effectiveness of com-munity governance is low.In view of the main body status of social organizations and their unique advantages,coupled with the needs of the transformation of traditional community governance model,it is necessary for social organizations to integrate into community governance.By analyzing the characteristics,advantages and disadvantages of the four typical models of community governance in the new era,it is found that there are differences in the operational mechanism,the relationship between government and society,the participation of social organizations in community governance,and the distribution of power among governance subjects.Therefore,in order to promote the modernization of governance capacity and improve the integration of social organizations into the community governance model,the government must play a leading role,realize multi-subject co-governance,establish a consultation and cooperation mechanism,and encourage the active participation of social organizations.
