21世纪以来俄印能源合作的进展、动因及影响分析

An Analysis of the Progress,Motivation and Influence ofRussia-India Energy Cooperation Since the 21st Century

21世纪以来随着俄罗斯与印度战略伙伴关系及两国“特殊的和有特权的战略伙伴关系”的建立与加强,两国进一步加强了在能源领域的合作。传统的核能合作进一步巩固和扩大的同时,石油和天然气领域的合作也不断地推进和加强。本文详细梳理了俄罗斯与印度从2000年以来在石油、天然气及核能领域合作的进展与取得的成果,分析了俄罗斯与印度加强能源合作的动因,探讨了俄罗斯与印度加强能源合作对双方未来合作潜力提升、保障各自能源安全及能源战略的实现以及对亚太能源博弈格局的影响。提出中国应对俄罗斯、印度加强能源合作应采取未雨绸缪的措施,以维护中国长期的能源安全。

Since the 21st century,with the establishment and strengthening of the strategic partnership between Russia and India and the"special and privileged strategic partnership"between the Russia and India,the two countries have further strengthened their cooperation in the field of energy,while cooperation in traditional nuclear energy has been further consolidated and expanded,cooperation in the field of oil and gas has also been constantly promoted and strengthened.This paper reviews the progress and achievements of Russia-India cooperation in the fields of oil,gas and nuclear energy since 2000,and analyzes the reasons for Russia and India to strengthen energy cooperation.This paper discusses the influence of strengthening the energy cooperation between Russia and India on the improvement of the future cooperation potential,the realization of their energy security strategies and the energy game pattern in the Asia-Pacific region.It is suggested that China should take proactive measures to strengthen energy cooperation with Russia and India in order to safeguard China's long-term energy security.
