民族地区农民宅基地退出意愿影响因素分析--以龙胜各族自治县为例

Influencing Factors of Farmers’Willingness to Exit Rural Homestead in Ethnic Areas——A Case Study of Longsheng Autonomous County

为了研究农民宅基地退出意愿影响因素在民族地区的特殊性,基于龙胜各族自治县(以下简称“龙胜县”)121份农户问卷调查数据,运用Logistic回归模型分析各类因素对农民宅基地退出意愿的影响。结果表明:龙胜县农民宅基地退出意愿较高,54.55%的调查对象表示愿意退出宅基地;对农民宅基地退出意愿有显著影响的因素包括:性别、家庭人口数、家庭收入主要来源、家庭总收入、对宅基地所在地的公共设施满意情况、对宅基地退出政策了解情况、是否有不能适应城市生活的顾虑、是否有养老及社会保障方面的顾虑,而农民退出宅基地后的顾虑是影响退出意愿的关键因素;民族地区农民宅基地退出影响因素与其他地区有一定的差异性。研究认为,开展民族地区宅基地退出工作时要加强相关政策宣传力度、制定合理的补偿标准、重视民族文化对宅基地退出影响、完善相关配套政策制度,以此促进宅基地制度改革有序推进。

In order to study the specificity of the factors affecting the farmers’homestead exit intention in ethnic regions,based on 121 farmer questionnaire survey data from Longsheng Autonomous County(hereinafter referred to as“Longsheng County”).Logistic regression model was used to study influence of various factors on the farmers homestead withdrawal willingness.The results showed that:The willingness of farmers to withdraw from the housing site in Longsheng County is high,and 54.55%of the respondents indicated that they are willing to withdraw from the house;gender,number of households,the main sources of family income,total household income,satisfaction with public facilities in the homestead site,understanding of homestead exit policies,concerns about not being able to adapt to urban life,concerns about old-age care and social security,and farmers’concerns after withdrawing from homestead are the key factors affecting the willingness to withdraw;the factors affecting the withdrawal of peasant housing sites in ethnic areas have certain differences from other areas.The research suggests that when carrying out the work of retiring homesteads in ethnic areas,it is necessary to strengthen the promotion of relevant policies,formulate reasonable compensation standards,pay attention to the influence of ethnic culture on the retreat of homesteads,and improve related supporting policy systems to promote the orderly progress of the reform of the homestead system.
