乡村振兴战略背景下乡风文明建设路径研究——以柳州市为例

Research on the Path to the Construction of Countryside Civilization in the Context of Countryside-Flourishing Strategy:Taking Liuzhou City as an Example

党的十九大提出实施乡村振兴战略,乡风文明建设是乡村振兴战略的重要内容之一,乡风文明又是乡村振兴的灵魂和重要保障。该文在分析乡风文明建设助推新时代乡村振兴重要意义的基础上,总结柳州市乡风文明建设的成功经验,并进一步提出加强政治引领:统一思想、提高认识;强化制度领导:建立健全管理和运行机制;夯实物质基础:发展乡村经济、加强公共文化服务基础设施建设;大力推进移风易俗:提高乡村社会文明程度等对策,这将有效提升柳州市乡风文明建设的水平与实效,为柳州市乡村振兴战略提供精神支撑和重要保障。

The 19th National Congress of the Communist Party of China called for the implementation of countryside-flourishing strategy and the construction of countryside civilization is one of the content of the countryside-flourishing strategy as well as its core and important guarantee.On the basis of analyzing the significance in which the construction of countryside civilization helps to push the flourishing of the countryside,this paper summarizes the successful experiences of Liuzhou′s construction of countryside civilization and proposes to strengthen politically the following guiding lines:unifying thoughts,improving awareness,reinforcing system leading,establishing and perfecting the management and operation mechanism,setting a solid material foundation,developing countryside economy,strengthening the construction of infrastructure of public cultural service,giving great impetus to the transform of social traditions,upgrading the level of countryside civilization,and so on.All of these will effectively promote the level and effect of Liuzhou′s construction of countryside civilization,which will provide spiritual support and important guarantee for the countryside-flourishing strategy of Liuzhou city.
