“双循环”新发展格局是中国政府在当前形势下提出的重要战略举措。“双循环”提出的宏观背景一是以中美经贸摩擦加剧为代表的外部环境发生重大变化,二是经济体量上升之后必然造成的对外依存度下降与内需驱动力上升。要构建以国内大循环为主体的发展格局,中国政府应该促进消费扩大与消费升级、推动国内产业结构持续升级、推动要素自由流动与区域经济一体化。要构建国内循环与国际循环相互促进的发展格局,中国政府应该推动国内国际“双雁阵模式”的构建、在新“三位一体”策略下促进人民币国际化、夯实自贸区与自贸港内含、在风险可控前提下加大国内金融市场开放、充分利用现有国际多边机制、在市场化前提下推动中国倡议的多边机制建设。

The new development pattern of“Dual Circulation”is an important strategy adopted by Chinese government under current situation.The macro background of“Dual Circulation”includes the dramatic change of China’s external environment such as the escalation of US-China trade conflict,and the less reliance on external demand as the result of the expansion of the scale of Chinese economy.To establish the new development pattern dominated by internal circulation,Chinese government should promote the domestic consumption and consumption upgrading,push the persistent upgrading of domestic industrial structure,and encourage the free flow of production factors and the regional economic integration.To establish the new development pattern under which internal circulation and external circulation should reinforce each other,Chinese government should promote the construction of both international and domestic“Flying Goose Mode”,push forward RMB internationalization under a new three-fold strategies,develop competitive and diversified free trade zones and free trade port,accelerate the opening up of domestic financial market,fully utilize the existing international multi-lateral mechanisms,and promote the construction of new multi-lateral mechanisms proposed by China.
