社会治理理念下的毒品滥用防控机制研究

Research on Drug Abuse Prevention and Control Mechanism Under the Concept of Social Governance

毒品滥用是一个严重的社会问题,对毒品滥用的防控已成为我国社会治理中不容忽视与不可或缺的重要组成部分。有必要在中国特色社会主义新时代社会治理的大格局与大背景下进行毒品滥用防控机制的研究部署。从“共建共治共享”社会治理理念的视角观之,我国毒品滥用防控机制存在公共性不足与公众负面态度相互交织、缺乏共建共治的内在动力、毒品滥用者共享社会发展成果受阻等多方面的缺陷。为了克服这些缺陷,我国毒品滥用防控机制应该从毒品滥用防控的价值理念、实践原则和改善路径等不同层面加以完善。

Drug abuse is a serious social problem.The prevention and control of drug abuse has become an important part of social governance.It is necessary to study and deploy the mechanism of drug abuse prevention and control in the context of the social governance in the new era of socialism with Chinese characteristics.From the perspective of social governance concept of“collaboration,participation and common interests”,there are many defects in the drug abuse prevention and control mechanism,such as the interweaving of publicity inadequacy and negative public attitude,the lack of internal motivation for collaboration and participation,and the obstruction of drug abusers’sharing of social development achievements.In order to overcome these shortcomings,China’s drug abuse prevention and control mechanism should be improved from different aspects such as the value concept,practice principle and improvement path.
