我国土壤污染防治的价值取向——工具理性和价值理性的双重分析

Value Tendency Study of Soil Treatment——The dual Analysis of Instrumental Rationality and Value Rationality

土壤污染因其成因复杂、难以察觉,却易于累积、稀释性差等特点导致土壤污染治理难度极大。如果仅以制度构建和目标定量考核无法取得预期实效,当前土壤污染防治中普遍缺乏人文价值分析和以价值理性为导向的思维引导。本文从工具理性和价值理性的交叉维度对土壤污染防治进行了价值取向的论析,提出在土壤污染防治的实施过程,应以土壤污染防治多元化、实现风险管控和风险分级的多维目标、营造良好价值理性环境的策略进行。

It is extremely difficult to control the pollution of soil because of the characteristics of complicated causes,imperceptible,easy to accumulate and poor dilution.If only the system construction and the target quantitative assessment can not achieve the expected effect,the current soil pollution prevention and control generally lack of humanistic value analysis and valueoriented thinking guidance.This paper analyzes the value orientation of soil pollution prevention and control from the intersecting dimensions of instrumental rationality and value rationality,and puts forward that the implementation process of soil pollution prevention and control should be carried out with the strategies of diversification of soil pollution prevention and control,multi-dimensional goals of risk control and risk classification,and good value rational environment.
