深化“放管服”改革背景下住房公积金管理廉政风险的防控

Prevention and Control of Clean Government Risk in Housing Accumulation Fund Management under the Background of Deepening the Reform of "Streaming Administration and Delegating Power, Strengthening Regulaiton, Improving Government Services"

住房公积金制度是一种社会性、互助性、政策性的住房社会保障制度。管好住房公积金,确保资金安全,事关广大人民群众的切身利益。在国家、自治区大力推进"放管服"改革的新形势下,住房公积金行业管理在简政放权、标准化建设和优化服务等方面有了很大的提升。文章结合当前全国住房公积金行业廉政方面存在的突出问题和表现形式,重点查摆思想意识、重大决策、资金运用和业务管理环节的风险点,并进行原因剖析,在此基础上提出有针对性的住房公积金廉政风险防控对策。

The housing accumulation fund system is a kind of social, mutual aid and policy oriented housing social security system. Managing the housing accumulation fund and ensuring the safety of the fund is related to the vital interests of people. Under the new situation that the state and autonomous region vigorously promote the reform of "streaming administration and delegating power, strengthening regulaiton, improving government services", the management of housing provident fund industry has been greatly improved in the aspects of streamlining administration and decentralization, standardization construction and optimizing service. In this paper, combined with the outstanding problems and manifestations of the current national housing provident fund industry integrity, focus on checking out the risk points of ideological awareness, major decision-making, capital utilization and business management, and analyze the reasons, and on this basis, put forward targeted countermeasures for the prevention and control of housing provident fund integrity risk.
