Research on the Charging Strategy of Social Organization Service under the Lifelong Education System

终生教育体系已成为民生建设的重要组成部分,具有全民性、灵活性和社会性等特征,社会组织是终生教育体系构建不可或缺的力量。但社会组织提供终生教育服务的收费仍存在公众理念上的“冲突”与法律规范上的“纠结”,需要全社会充分理解收费的内在逻辑,包括提升服务质量可信度、减少外部性、增强社会组织财务稳健性、增加终生教育供给、促进社会公平等。在遵守现行法律规范并充分考虑办学成本、受教育群体收入以及竞争等因素的前提下,社会组织可选择免费或没有显著经济意义的价格、差异化价格和市场化价格等不同收费策略。

The lifelong education system has become an essential part of the people's livelihood construction and has the characteristics of universality,flexibility,and sociality.Social organization is a vital force in the building of a lifelong education system.However,there is still a"conflict"between the public's ideas and the legal norms on the charge of lifelong education provided by social organizations.It requires the whole society to fully understand its internal logic,including enhancing the credibility of service quality,reducing externalities,strengthening social organization financial stability,increasing the supply of educational resources,and promoting social equity.Under the premise of abiding by the existing laws and regulations and fully considering the cost of running a school,the income of the educated group,and competition,social organizations can choose different charging strategies such as lower cost price,differentiated price,low-profit price,and market price.
