深度贫困地区的“在地性”脱贫模式探析——以新疆生产建设兵团T师市为例

An Analysis of the“Local”Poverty Alleviation Model in Deep Poverty Areas:Take the T City of Xinjiang Production and Construction Corps as an Example

迄今,我国深度贫困地区探索形成的脱贫经验主要以“外向转移”为主,然而沉湎于搬迁和转移,则蕴涵着加速地域共同体消逝和地域社会解组的风险。与此不同,T师市近年来开辟了一条以开发产业带动就业、语技双培提升就业能力、发展电子商务拓展脱贫边界、开发公益岗位延展就业脱贫范围为核心内容的“在地性”脱贫攻坚路径。此种映射新疆生产建设兵团底色的“在地性”脱贫模式,在决胜脱贫攻坚的同时,重塑起地域的良性社会构造,维持与加固了地域的社会联结,对于深度贫困地区脱贫与振兴具有颇为重要的启示和借鉴价值。特别是在“脱贫攻坚”与“乡村振兴”的交汇期,“在地性”脱贫模式以“地域社会重建”为价值旨归,对两大战略如何接驳的理论问题做出了积极回应,值得我们展开深入研讨。

So far,the experience of poverty alleviation formed in the deep poverty areas in China is mainly“outward transfer”,but indulging in relocation and transfer implies the risk of accelerating the disappearance of regional communities and the disorganization of regional society.Different from this,in recent years,the T city has opened up a“local”poverty alleviation path with the core content of developing industry to promote employment,language and technology dual training to enhance employment ability,developing e-commerce to expand the poverty-free boundary,developing public welfare posts to extend the scope of employment and poverty alleviation.This“local”poverty alleviation model,which reflects the background of Xinjiang Production and Construction Corps,not only determines the battle against poverty,but also reshapes the benign social structure of the region,maintains and strengthens the social connection of the region.It is of great enlightenment and reference value to the poverty alleviation and revitalization of the deep poverty areas.Especially in the intersection period of“poverty alleviation”and“rural revitalization”,the“local”poverty alleviation model takes“regional social reconstruction”as its value objective and makes positive responses to the theoretical problems of how to connect the two strategies,which is worthy of our in-depth discussion.
