公共卫生事件的性别反思和制度优化--基于新冠疫情性别生态的观察

Gender Reflection and Legal Response of Public Health Events:Observation on the Gender Ecology of Covid-19 Epidemic Situation

公共卫生事件中,受到危机的冲击和影响,性别生态的非均衡状态进一步加剧。对新冠疫情的观察和反思可以发现,女性在疫情期间存在抗疫角色、家庭角色、社区角色、职业角色、个体角色和舆情角色六个维度,整体呈现出失衡、失语、失权的性别生态画像。基于此,应从宏观层面兼顾性别生态的均衡归正与发展需要,在中观层面将性别视角纳入法规政策的制度评估过程,在微观层面丰富多元性别生态治理工具。

In public health events,the imbalance of gender ecology is further aggravated by the shock and impact of the crisis.It can be found that under the epidemic situation,women perform six dimensions of function,namely anti-epidemic role,family role,community role,occupational role,individual role and public opinion role,and it presents an overall ecological niche portrait of female group that is unbalanced and loses voice and rights.Based on this,we should give consideration to the balanced normalization and development needs of gender ecology at the macro level,incorporate gender perspective into the institutional evaluation process of laws and policies at the middle level,and enrich multi-gender ecological governance tools at the micro level.
