摘要
依据江苏省全面推行河长制现状,从水资源管理成效、河湖资源保护成效、水污染防治成效、水环境治理成效、河湖生态修复成效、河湖执法监督成效、河湖长效管护成效、河湖综合功能提升成效以及公众满意度成效9个方面,构建符合江苏省特色的全面推行河长制成效评价指标体系。运用层次分析法和熵权法相结合的组合赋权法计算指标权重,基于模糊综合评价方法构建全面推行河长制成效评价模型,利用评价模型对江苏省2017—2019年全面推行河长制成效进行了分析,结果表明:江苏省2017—2019年全面实施河长制成效隶属度分别为0.361、0.484、0.756,对应等级分别为“良好”“优秀”“优秀”,隶属度逐渐增大,表明河长制工作逐步深入;2017—2019年影响江苏省全面推行河长制成效评价结果的因素主要集中在河湖资源保护成效与公众满意度成效方面,涉及水土流失治理率、河长制了解情况及公众参与度等。
Based on the current status of effectiveness of river chief system in Jiangsu Province from 2017 to 2019,this paper established a comprehensive evaluation index system from nine aspects(the effectiveness of water resources management,rivers and lakes resources pro⁃tection,water pollution prevention and control,water environment management,rivers and lakes ecology,rivers and lakes law enforcement supervision,long-term management and protection of rivers and lakes,improvement of comprehensive functions of rivers and lakes and effec⁃tiveness of public satisfaction).The analytic hierarchy process and entropy weight method were used to effectively calculate the comprehensive weight of index.This paper constructed a comprehensive evaluation model for effectiveness of comprehensive implementation of river chief sys⁃tem by using the fuzzy comprehensive evaluation method.The results show that the membership degrees of effectiveness of comprehensive im⁃plementation of river chief system in Jiangsu Province from 2017 to 2019 are 0.361,0.484 and 0.756 corresponding to“good”,“excellent”and“excellent”grades.The upward trend of the membership degrees indicate that the river chief system is gradually deepened.From 2017 to 2019,the factors that affected the results are mainly concentrated in the effectiveness of rivers and lakes resources protection and public satis⁃faction,including the control rate of soil erosion area,understanding of the river chief system and public participation,etc.
