铁路数据内外部确权方案研究

A Study on Internal and External Rights Confirmation Scheme of Railway Data

随着铁路改革的深化及智能铁路建设的发展,更加广泛深入的数据需求不断涌现,为满足铁路内外日益增长的数据需求,实现更广泛的铁路数据开放共享,阐述铁路数据确权、铁路数据权利主体,聚焦于铁路数据使用权,从共享维度、安全维度、时间维度和空间维度方面对铁路数据进行分级分类管理。在此基础上,提出铁路数据内外部确权方案。以上海动车段为例,在分析上海动车段数据内外部开放共享需求的基础上进行铁路数据内外部确权方案应用检验。结果表明:铁路数据确权方案具有可实践性,有利于充分实现铁路数据内部共享和外部开放。

With the deepening of railway reform and smart railway construction, more extensive and in-depth data requirements continue to emerge. To meet the increasing data needs of the railway, and achieve wider railway data sharing and opening up, this paper expounds the rights confirmation of railway data and the rights subject of railway data, focusing on the access of railway data, and carries out hierarchical and classified management of railway data from the four dimensions of sharing, security, time and space. On this basis, the internal and external right confirmation scheme of railway data is proposed. In Shanghai EMU depot, the application test of internal and external confirmation scheme of railway data is carried out based on the analysis of the internal and external open sharing demand of Shanghai EMU depot data. The results show that the right confirmation scheme of railway data is practicable, which is helps fully realize the internal sharing and external opening of railway data.
